MariAnne Clarke, MSW Deputy Executive Director National Adoption Center (NAC)
Ms. Clarke served as the Director of Catholic Family and Community Services. She has worked as a consultant for public and private special education child study teams. Ms. Clarke has served in key roles at the National Adoption Center. She is responsible for the design and implementation of the redesign and move of this system to the Internet; the design and implementation of FACES of Adoption; and a third web site, AdoptNet, designed to provide online support for adoptive families. She has extensive experience in administration, planning, supervision, and program development. Ms. Clarke has served on numerous national, regional, and local adoption-related committees.
Joe Kroll Executive Director North American Council on Adoptable Children (NACAC)
Mr. Kroll provides consultation, technical assistance, and training to advocates, adoptive and foster parents, social workers, and
administrators on a wide range of adoption issues including subsidized adoption,
transracial adoptions, child welfare system reform, and eliminating barriers to
permanency. He is co-author of four publications. Countering
the Call for Orphanages and There is a Better Way: Family Based
Alternatives to Institutional Care were authored with Mary Ford. Barriers
to Same Race Placement and NACAC: Users Guide to P.L. 96-272
were written with Tom Giles. He is the Vice-President for Voice for
Adoption, is part of the CWLA Adoption Task force, sits on the board of
directors for RESPOND, and assists with the DHHS Expert Work Group on Guidelines
for State Legislation Governing Permanence for Children.
