Federal and state adoption assistance/adoption subsidy programs are designed to ensure that families who adopt special needs children have necessary services and financial resources to meet their children’s varied-and often costly-needs.

 

Unfortunately, regulations pertaining to adoption assistance are confusing, complicated, and sometimes conflicting.  If you have adopted or are thinking about adopting a special needs child, you may have questions...

 

·                “I recently uncovered information about my child’s genetic history that was not disclosed prior to finalization.  Can I apply for a subsidy after finalization?  If so , how?”

·                “Our child’s condition has changed over time.  Is there any way we can modify our subsidy agreement?”

·                How does the IRS regard adoption assistance payments for tax purposes?”

The North American Council on Adoptable Children (NACAC) now runs a National Adoption Assistance Training, Resource and Information Network (NAATRIN).*

 

As part of the Network, NACAC:

 

*        Maintains an up-to-date adoption assistance database which includes national and state-by-state information;

 

*        Provides training for public and private agency workers;

 

*        Operates a toll-free Adoption Assistance “Hotline” for callers who need more detailed adoption assistance information and advice.
